What are the legal obligations for publishing a scientific journal?

Our network is has often received requests for membership from anonymous journal owners based in India.

When I check the journal website, there is usually a long list of names in the editorial board (with no contact details), and then a contact email address that is something like:

editor@.... or journalname@....,

i.e. anonymous.

Even if a postal address is given, there is usually no personal name of a contact person, and no formal statement of who (or what company) owns the journal.

In such cases, I now decline membership.

How do researchers in India view the inflation in journal titles based in India?

Do academic and scientific publishers that charge author fees have any legal requirement to be formally-registered, if they are based in India?

Are there legitimate and respected journals published without any such formal accountability? Has an informal system that functioned in the past (on paper) been hijacked by digital opportunists?

I would be grateful for any advice or opinions on this matter.
